YINGDA LIANG who entered into the Ministry of Science and Technology in 2012, has successively held the posts of Deputy Inspector of the General Office, Deputy Director of Division of Policy, Regulation, Supervision and Evaluation, and Deputy Director of Department of Policy, Regulation and Innovation System Construction, and has served as Secretary of the Party Committee of Chinese Academy of Science and Technology for Development since January 2019. He is mainly engaged in national innovation system construction, scientific and technological system reform as well as governance, policy and think tank construction of scientific and technological innovation. In recent years, he has been dedicated to the prospective study and drafting of the new round of The National Medium-and Long-Term Program for Science and Technology Development, guidance on promoting the development of new R&D institutions and other important documents.
