Guan Chenghua is the President of Capital Institute of Science and Technology Development Strategy (CISTDS), a research professor. He is  a professor and a PhD supervisor at Beijing Normal University. He used to serve as a senior visiting scholar at Harvard Kennedy School and Harvard Law School.

He is currently the Deputy Director of the Administration Committee of Beijing Normal University, Dean of China Institute of Innovation and Development (CIID), Beijing Normal University, and Director of the Center for Innovation and Development Studies (CIDS, Zhuhai). He is also the Director of Beijing Key Lab of Study on Sci-Tech Strategy for Urban Green Development and Director of China Office, UNIDO-UNEP Green Industry Platform (GIP) . He also serves as a member of the Expert Advisory Committee of the People’s Government of Beijing Municipality, and Distinguished expert of China-CEEC SME Institute, officially approved to be established by the Ministry of Industry and Information Technology of the People’s Republic of China.
